For the first time in Russia, the subscribers of fixed and mobile telephony have been transferred into a single convergent billing system. Thus, two critical phases of a joint project of Uralsvyazinform and Peter-Service have been completed by the introduction of a new generation of billing. The third stage, which will take place in the first half of 2010, will transfer subscribers’ broadband access of the Internet into a single system.
The introduction of convergent billing in Uralsvyazinform began in 2007. Subscribers gradually transferred to services in the new system: each month, migrating data from one of the regions. The consistent implementation of the project allowed for a smooth and quiet transition to a single billing for subscribers, without suspending the provision of services. At the first stage, the old and new billing systems were operating in parallel, to verify the correctness of the work and, if necessary, to make adjustments.
Currently, a single, converged billing system serves 3.7 million fixed-line subscribers and 5.7 million mobile subscribers, and in the coming months it will be transferred to all users of Internet access (today - more than 760,000 suscribers).

There is also the possibility of introducing a single portal for self-service by all used services, to be placed for the total bill for services. Centralized billing facilitates a unified marketing and pricing policy, allowing to quickly make changes, which dictates the dynamic competitive environment. Thus, Uralsvyazinform receives an effective tool for enhancing customer loyalty.
The decision, which is being implemented in Uralsvyazinform, is unique and enables the convergence by technology access, methods of calculation, and by business segments. Even in Europe, a similar level project has been implemented by only one operator - Swisscom (Switzerland), but it has not yet been completed. The uniqueness of our billing system - this is primarily a single database and a unified tariff system for all types of networks and services throughout the territory of Uralsvyazinform (almost 2 million sq. km.).
It is also important to note that the convergent billing system of Peter-Service has been fully developed by Russia.
