Convergence of services starts with billing

 CJSC «PETER-SERVICE» and JSC «Uralsvyazinform» launched the second phase of implementation for the convergent billing system PETER-SERVICE BIS, which will combine the data subscriber base of fixed (3.7 million subscribers) and mobile (5.5 million subscribers) networks of the interregional company.

The companies started the first phase of implementation, PETER-SERVICE BIS, in 2007. It implies a gradual transfer of services to a new billing system of mobile network subscribers. To date, data migration has been completed by subscribers, using a credit payment system (post-paid), in all 7 regions of Uralsvyazinform’s licensed territories. Subscribers using the advanced payment system (pre-paid) have also been transferred to the new billing system in the Yamal-Nenets and Khanty-Mansi Autonomous Areas. The transfer of the subscriber base of all the other regions is taking place monthly and will be finished in the first quarter of 2009. 

 The second phase in the new billing system consists of the transfer of the fixed network subscriber bases. On October 1, 2008 the database of the Kurgan branch of telecommunications for JSC «Uralsvyazinform» was transferred to PETER-SERVICE BIS. The remaining regions are in the process of being transferred on a monthly basis and will be completed in the third quarter of 2009.
 
 Prior to the introduction of PETER-SERVICE BIS, many different billing solutions were used in JSC «Uralsvyazinform», having been inherited from the many operators who were combined into the cross-regional company in 2002. This created difficulties in servicing disparate systems as well as made it difficult to carry out a united marketing and pricing policy. Unified billing allows for improvements in the quality of the customers’ service, incorporating common service standards in all the company’s licensed territories.
 
 The main advantage in implementing unified billing from PETER-SERVICE is that it allows more converging possibilities for JSC «Uralsvyazinform». The operator receives an effective instrument for combining the advantages of fixed and mobile networks, as well as internet access in package-pricing proposals. Connecting the subscriber data base of fixed and mobile networks will offer a unique trade proposal in all the licensed territories-dynamic service packages. The essence of these service packages is if the subscriber uses two or more services of JSC «Uralsvyazinform», then he can receive various bonuses depending on the volume of services used (for example, the more megabytes downloaded by broadband internet, the more attractive tariffs on mobile minutes or vice versa) Also, there is the possibility of a single invoice for services and the incorporation of a single “do-it-your-self“ portal through all services.
