In June 2009, the transition into a single convergent billing system of Peter-Service of all subscribers of the mobile communication standard GSM-900/1800 JSC «Uralsvyazinform» (brand Utel) was completed. Thus, the first phase of implementation of convergent billing has been realized, with which at the end of this year will be combined a cellular subscriber base, and a fixed-line operator.

 

The transfer of mobile subscriber services into a single convergent billing system was divided into phases for each of the seven regions: the first series of products of Peter-Service were to migrate data about subscribers using a credit system of payment (post-paid), then those who chose the advance payment (pre-paid). The total number of mobile subscribers as of 1 July 2009 exceeds 6 million.

 

First Deputy Managing Director of JSC «Uralsvyazinform» Michael Krymsky: «A single billing system significantly facilitates a unified marketing and tariff policy, and allows you to make a change, which dictates the dynamic competitive environment. Michael Krymsky also noted that the implemented billing solution – is entirely a Russian design, which will replace the previously used software from overseas suppliers.

 

Since October 2008, a phased migration has been taking place of a subscriber base of fixed telephony. To date, the service for subscribers with the products of «Peter-Service» have been transferred to local and intra telephone networks to the Ekaterinburg, Kurgan, Tyumen and Yamal-Nenets branches of Telecommunications JSC «Uralsvyazinform». Work on the remaining branches is going as scheduled and should be completed in the fourth quarter of 2009.

 

The main advantage of the introduction of a single solution from Peter-Service is that it offers the JSC «Uralsvyazinform» large convergent opportunities. The operator receives an effective tool to combine the advantages of fixed and mobile communications and Internet access in the package proposal.
