In June 2009, the transition into a single convergent billing system of Peter-Service of all subscribers of the mobile communication standard GSM-900/1800 JSC «Uralsvyazinform» (brand Utel) was completed. Thus, the first phase of implementation of convergent billing has been realized, with which at the end of this year will be combined a cellular subscriber base, and a fixed-line operator.
The transfer of mobile subscriber services into a single convergent billing system was divided into phases for each of the seven regions: the first series of products of Peter-Service were to migrate data about subscribers using a credit system of payment (post-paid), then those who chose the advance payment (pre-paid). The total number of mobile subscribers as of 1 July 2009 exceeds 6 million.

Since October 2008, a phased migration has been taking place of a subscriber base of fixed telephony. To date, the service for subscribers with the products of «Peter-Service» have been transferred to local and intra telephone networks to the Ekaterinburg, Kurgan, Tyumen and Yamal-Nenets branches of Telecommunications JSC «Uralsvyazinform». Work on the remaining branches is going as scheduled and should be completed in the fourth quarter of 2009.
